Results of the “customs visa-free regime”

In the second quarter of 2024, the State Customs Service processed 25,500 transit declarations under the common transit procedure (NCTS), which is 2,000 more than in the previous quarter. Most of them, about 15,000, were processed using the new NCTS Phase 5 system.

Thus, despite the process of business transition to NCTS Phase 5, which took place on 22 April 2024, the dynamics of issuing declarations under the common transit procedure has not slowed down: the second quarter of 2024 was the most productive since the start of the international use of the “customs visa-free regime” on 1 October 2022.

The total number of declarations processed reached 91,000.

The number of successfully completed movements also increased between April and June 2024:

  • initiated by the customs authorities of Ukraine - 20,000
  • initiated in other countries party to the Convention - 5,500.

Each of the indicators exceeded the achievements of the first quarter by about 1,000.

As for the guarantees issued during the joint transit procedure, in the second quarter of this year, the State Customs Service registered the following in the NCTS guarantee management system:

  • general guarantees – 45 (as of the beginning of July 2024, 74 guarantees were in force for a total amount of about EUR 150 million);
  • individual guarantees – about 2,500 (as of the beginning of July 2024, more than 1,500 were in force for a total amount of more than EUR 170 million).
